Ushering in the Next Frontier of Quantum Innovation
Launches a national effort (the "QC-ADDS" program) to build a scientifically useful, error-corrected quantum computer at a Department of Energy facility — plus workforce training, supply-chain support, and protections against foreign espionage.
Order 2 · Defend
Securing the Nation Against Advanced Cryptographic Attacks
Orders a nationwide move to post-quantum encryption. Every agency names a migration lead and must protect its most sensitive systems by 2030–2031. It directly addresses "harvest now, decrypt later" — adversaries stealing encrypted data today to crack later.
